Coalition of Ordered Governments

William Kulm was a Gear soldier in the Coalition of Ordered Governments Army during the Locust War. Born into a family of prominent Jacinto aristocrats, Will enlisted as a way of defying his parents' wishes, only to find that the reality of being a soldier was a harder life than he'd been prepared for. Surviving the trials of basic training through sheer stubbornness, channeled by his drill instructors, he graduated as an apathetic and arrogant soldier of the Coalition. After unexpectedly being promoted to replace his dead squad leader, however, William was forced to adapt and learn to bear the responsibilities of being a successful leader.

William made sure to always keep his rifle loaded and ready.

Initially spoiled and arrogant, William soon came to regret his decision to run away from home and enlist. Although he looked for sympathy from others for support, it was his squadmate Kloe Kaliso's indifference to him that motivated him to do better, by seeking to beat her graduating second only to her. After getting over his hurt pride, he and Kaliso became close friends and worked seamlessly together. Through the South Islander, many of his prejudices as a product of the Tyran upper class began to fade away.

Still, Kulm placed his ultimate faith in the Coalition of Ordered Governments as the salvation of humankind. While he was shown its flaws by individuals he'd met from its every corner, including Stranded, former members of the UIR, and notably scouts of the Feral, and agreed that it had committed horrible acts, he believed as the largest and most organized military still in existence, it remained the best hope for humanity's survival. After Jacinto fell and the COG disbanded in 16 A.E., his spirit broke and he briefly reduced himself to a careless drunkard. Eventually, however, he was motivated by his comrades to take up the fight again, and stood as an example of the Tyran ideals of discipline, self-sacrifice, and personal honor independent of a larger Coalition.

    Despite a painfully slow rate of fire, this bolt-action rifle had become the COG's standard-issue sniper weapon by the end of the Pendulum Wars for its unmatched accuracy and power. The weapon's high-caliber rounds carry enough force to completely remove a human or Locust drone's head, and a Gear can carry up to twenty-four rounds easily in the pouches of standard COG All-Purpose armor plus one already within the rifle's chamber.
